Energy Corridor District Names New Executive Director

HOUSTON – The Energy Corridor District, a management district in west Houston that’s home to some of the world’s biggest oil and gas companies, has a new leader.

Elijah Williams assumed the executive director role on Oct. 14, according to an Oct. 22 press release. Clark Martinson left the role in February 2018 after nearly 15 years with the organization, the Houston Business Journal reported at the time.

Williams’ previously served as the legislative liaison for NASA’s Johnson Space Center in Houston and Marshall Space Flight Center in Huntsville, Alabama. He also served in the Obama Administration at the U.S. Small Business Administration and at NASA headquarters in Washington, D.C., and later led his own consulting firm advising clients in strategy, government relations and business development.

Williams earned a Bachelor of Science degree in business administration, with a concentration in management from Xavier University of Louisiana in New Orleans, where he was born and raised. He also earned a Master of Public Administration degree, with a concentration in public policy from Texas Southern University’s Barbara JordanMickey Leland School of Public Affairs in Houston. He also earned a certification in legislative studies from Georgetown University’s Government Affairs Institute.

Williams will lead the district’s efforts regarding transportation and mobility, public amenities, infrastructure, public safety, urban design and business development in the Energy Corridor. Such initiatives include completing streets and networks, increasing mobility options, advocating for improved storm water management, stimulating business development, and developing and promoting parks and trails, per the release.

“We are excited to have Elijah on board leading the team; he brings a wealth of diverse and unique experiences to the District and is an immensely talented and capable leader,” David Hightower, board president, said in the release. “These positions are somewhat unique and require the right individual with diverse skills. Our search committee was very deliberate in its process.”

The Energy Corridor District was No. 3 on the Houston Business Journal’s 2016 Highest-Valued Houston-Area Management Districts List, based on its 2015 valuation of $3.67 billion. It was established in 2001 by the Texas Legislature as Harris County Improvement District #4. It spans more than 2,000 acres, stretching along Interstate 10 from Kirkwood Drive to west of Barker Cypress Road and extends south along Eldridge Parkway to south of Briar Forest. Numerous companies beyond the energy industry also call the district home.
